POSITION GOALS      

 

FEM will be responsible for all the E&M aspects and assistant RCE managing all Comms

Room on the project at International Commerce Centre. In this capacity,

the FEM is accountable for:

 

  • Interface with senior managers in CS and IT departments
  • Achievement of satisfaction and key performance indicators
  • Managing risks and audits for all E&M including Critical Environment Management
  • Continuous improvement in morale, employee satisfaction and savings initiatives
  • E&M vendor management in Hong Kong
  • Managing the operational budgets and delivery
  • Continuous improvement in processes and savings initiatives

DUTIES & RESPONSIBILITIES

 

Management (Core – 15%)

  • Provide technical advice and guidance for service delivery teams in Hong Kong
  • The overall management control of E&M in site - day to day liaison and relationship management
  • Ensure the Standard Operating Procedures for critical environment are compiled to for all sites
  • Ensure implementation of engineering guidelines in Hong Kong as per standards
  • Ensuring satisfaction through excellent facilities management planning, advice and support
  • Complete the E&M parts of the appropriate monthly/quarterly/annual reporting
  • Attendance and lead for a variance of client meetings regarding MS process and site Works

 

Operations Engineering Management (Core – 50%)

  • Day-to-Day management of MS Comms Rooms and Comms Closets
  • Assist in setting up the operation procedure, daily inspection checklist for the Comms Room Operation
  • Coordinate with the EDC / IT team, for handling and assessing day to day IT equipment Moves, Adds and Changes requests in ICC and new Comms rooms in new premises
  • Schedule Planned Preventive Maintenance for critical environment and ensure they are undertaken in accordance with the schedule
  • Vet the method statement and risk assessment of vendors, for ensuring the works are carried out in accordance to the scope of work that predefined in maintenance contract and the work safety requirement
  • Administer a permit to work system for all staff and all sub contractors
  • Review the maintenance/service practices of MEP Contractors to deliver quality work and proper reporting
  • Ensure Safety work practices are followed by the Contractors/Vendors to reduce any interruption to operations
  • Manage a program of on energy conservation and maintenance management procedures.
  • Oversee the Annual Power down for respective sites and the reports of the same
  • Provide training to on-site teams on safety, maintenance practices and CEM procedures and implementation
  • Manage critical equipment maintenance and upkeep
  • Work with EOS team to conduct audit to ensure that the procedures are being followed and updated as required.
  • Work with EOS team to conduct EHS audit to ensure the exposure to risk is minimized
  • Liaise with respective MS technical Manager in addressing local issue relating to CEM.
  • Assist in implementation of new Operations technology in MS, Hong Kong
  • Attend and manage any plant failures or E & M equipment failure
  • Provide 24/7 on-call technical support for all incidents in Hong Kong
  • Take a proactive approach to resolve all day to day problems
  • Ensure EOS notifications and recommendations are communicated to staff and implemented in Hong Kong
  • Ensure client directives and practices are communicated to staff and implemented in Hong Kong
  • Participate in technical audits and assist in implementation of any recommendations
  • Review the contract scope of works and provide technical advice and comments on contracting process
  • Review service delivery and advise on hard service maintenance efficiency improvements and cost saving
  • Ownership and delivery of the I.T patch management program

 

Health and Safety (Core-10%)

  • Ensure compliance with statutory regulations on fire, health and safety standards
  • Ensure all safety procedures, including Emergency Procedures are maintained at all times.
  • Ensure that service delivery teams and on-site contractors undergo a Health and
  • Safety Induction prior to deployment
  • Participate in fire drill preparation of MS annually
  • Coordinate regular functionality test and servicing of fire alarm system, fire hydrant system and PA system at all MS sites
  • Conduct Training on incident management and carry out incident drill

 

Others (Core – 5%)

  • Develop and implement innovative programs and processes that reduce utility costs, increase productivity and savings
  • Prepare / provide input to the monthly report.
  • Apply Comms Room access to the team and vendors who require
  • Apply USB access to the team who require

 

 

EMPLOYEE SPECIFICATIONS

 

Human Resource Management (Core – 20%)

  • Provide direct management of Hong Kong E&M Team
  • Oversee the operation, staffing, performance and development of the Hong Kong Operations Engineering teams

 

Experience, Education & Qualifications

  • Bachelor Degree in at least one engineering discipline of building services
  • Minimum five years’ experience in design, construction and commissioning of building services or facilities management.

 

Competency Profile

  • Ability to solve a problem quickly and effectively
  • Excellent planning and organisational skills to prioritise work and meet tight deadlines.
  • Ability to remain calm and to be able to direct team during major incident
  • Sound computer skills in all MS Office packages
  • Familiarity with a computerised maintenance planning tool an advantage
  • Good communication skills – written and spoken English
  • Reliable and willing to accept additional tasks
  • Attention to detail in instructions and reporting
  • Previous exposure to Data Centres, Investment Banking or premium client service would be an advantage
